Moderate Democrat who served as floor leader for Governor Ernest Vandiver's administration, this Richmond County native was the first popularly elected governor. During his term of office he worked diligently to upgrade Georgia's infrastructure including hospitals, schools and roads. He also sought to include African-Americans, appointing the first blacks to the Georgia Highway Patrol and Georgia militia. An attempt to rewrite the state constitution failed because of federal intervention.
